            Overall Criteria
- There is evidence of research/project development
 - A wide variety of resources were used (examples: interviews, primary resources)
 - All sources are properly cited in the film credits
 - Fair use copyright guidelines have been followed
 - The project is organized in a logical and interesting sequence that clearly conveys the purpose of the film
 - Quality images and multimedia elements are combined with a meaningful audio soundtrack to convey the intended message
 - The film does not exceed the time limit for its specific category (see below)
 
Category-Specific Criteria
PSA
- The message clearly benefits the audience
 - The entry uses emotion to powerfully convey a serious issue
 - Length: 60 seconds or less (20 seconds or less for the Special Category PSA)
 
Personal Narrative
- The entry uses a personal voice and artistic license to enhances the viewer’s understanding of the context of the story
 - Sequencing, audio/visual details and sensory language convey the significance of the events in the narrative
 - Length: 3 minutes or less
 
Documentary
- The tone is consistent with the message delivered in the film
 - The quantity of material presented is sufficient to inform and draw conclusions without overloading the viewer
 - Length: 3 minutes or less
